Tsuen Wan District Council
People call him “Tsuen Wan Mayor”, because Mr. Chow became Chairman of the Tsuen Wan District Council in 1985, and held that position for more than two decades. Born and raised in Tsuen Wan, the “mayor” is a native of Tsuen Wan’s Hoi Pa Village. He joined the Civil Aid Service in the 1970s, and has always been concerned with the district’s leisure and cultural affairs, having founded the “Tsuen Wan New Town Recreation and Amenities (Advisory) Committee”, a precursor to the District Council. Mr. Chow can be described as a forerunner in local administration.
“In the city, there is the Hong Kong Arts Festival. Here in Tsuen Wan, we proposed a Tsuen Wan Arts Festival at Sha Tsui Road Playground, and we held Cantonese Opera there. Later we had a Tsuen Wan Sports Festival, and were able to invite Li Ning and Lang Ping to Hong Kong and perform for us. From then on, Tsuen Wan has been very vigorous in developing sports.”
