Tsuen Wan District Council was established in 1981, and is the oldest District Council in the New Territories. It is most knowledgeable about the district’s developments in detail, including the “Origins of the Four Pei Squares” which puzzled many old residents. Ben Chan started to serve the community since 1999, and saw that many areas in the district required improvements. An engineer by profession, Ben was determined to apply his skills and his youthful energy to do grassroots community work to serve the district residents. In 2012, Ben was also elected as Legislative Councillor of Hong Kong, representing the New Territories West constituency.
“The Pei Squares were infamous in the past as crimes were rampant there. Thus a police post was established there to maintain law and order. Despite this, the residents of the area would have their dinner on the streets and children would go from one table to another and enjoy different delicacies. The residents were close and the streets were bustling with life even in such area.”
